Same issue and same timing. I can reproduce this issue by logging into android auto app which confirms that it is not a car issue. This issue started at the same time of the last Spotify app updoate. As mentioned above, if spotify is 'force stopped' or 'reinstalled' everything will work only once. Will stop working next time turned on.
